Officers are concerned at a string of incidents near the High Street pub, including a fight where a policeman was injured, and the death of a customer who was struck by a car.
Inspector Steve Mildren of Bath police says in a letter to council licensing officials that they feel Ms Humphries is "not capable of running these premises."
A report to a meeting of Bath and North East Somerset Council's licensing committee lists 14 incidents involving the pub in the last two years.
Insp Mildren says: "The evidence indicates that routine drunkenness is taking place that has on occasion led to very serious incidents."
Nine people have written letters of support for Ms Humphries, whose partner Lee McEwan has been charged in connection with the alleged fight, and who has been landlady for two years.
Julie Bayliss, who works at the pub, says in her letter that Ms Humphries is the most professional, hands-on boss that she has ever worked for.
"I've never known a pub that was so close, friendly and warm. I always feel safe when I'm at the pub, whether I'm working or socialising.
"The pub gives so many people somewhere to go and so much to do."
There are also letters of support from a 68-year-old man, who praises the pub's provision of an OAPs' Christmas party every year, and from the father of two teenage girls who says he always feels they are "perfectly safe" there.
Another letter-writer says Ms Humphries always sorts out problems in "a nice calm manner."
And another says: "We all need Sam there to keep the future of our local, community pub going."
The Full Moon's ladies darts team has also written to the council, saying members had never experienced any problems or "bad atmospheres".
Ms Humphries declined to comment ahead of Monday's meeting, which takes place at 10.30am at the Guildhall.
