Plans for a casino in Bath have come a step closer after politicians voted in favour of cracking on with the licensing process for the hotly-debated venture.

Bath and North East Somerset councillors agreed that local authority officials should start the ball rolling for the procedures required by the Gambling Act.

The city is one of several areas where the Government has agreed to the principle of a new casino, and a number of operators have contacted B&NES to discuss the issue.

At a meeting last week, the issue was put to a named vote, where councillors were asked individually to register their opinion.

This saw plans to move on with the licensing process supported, with 34 votes in favour, 22 against and six abstentions.

The concept has concerned some church-goers and a statement on behalf of Bath City Church senior leader Stewart Keiller was read to the meeting.

It said: "As a pastoral leader I see the devastating effects that all forms of addictions play in people's lives.

"Alcohol, drugs and of course gambling not only affect an individual's life but also the lives of their partners and children.

"Of course how someone chooses to live their life is their affair, but don't we have a duty to protect innocent people who have to bear the price for a loved one's mistakes?"

His concerns were supported by Cllr David Speirs (Lab, Paulton), who said: "I have seen first hand the effects excess gambling and drinking can have, I believe it will destroy families.

"People do not come here to gamble, a casino is not necessary."

However a number of councillors disagreed, saying that a casino would be an added attraction to the city, which already depends heavily on tourism.

The council forecasts that a casino would create 200 jobs and give Bath's economy a £7 million annual boost.

Cllr Chris Cray (Ind, Westfield) said that people should be allowed to chose for themselves where they spend their time.

He said: "We are not in the business of telling people what they can and can't do.

"They must have a choice, and be responsible for their actions, so as much as we want, we cannot protect every single person.

"I think the casino should be given the go-ahead, and people should be given the opportunity to decide for themselves."

Six possible city centre sites have been identified.

They are Green Park Station; Western Riverside East, near Homebase; Saw Close; the Podium and former cattle market site; Manvers Street/South Parade; and Terrace Walk and the Empire Undercroft, by Parade Gardens.

Work will now start on developing criteria for a casino licence.

    “Shouldn't certain suggested loctations be re-looked at by the council? Can they not remember that the Parade Gardens undercroft beneath Terrace Walk was boarded up in 1995 so that scaffolding props (still there) could be put in position to shore up and strengthen the road running above it? The then county and/or city council hadn't enough funding to spend the millions of pounds needed to do the necessary repair works - think what tens of millions they would cost now after the delay of 14 years! I can only wonder for how many years hence those same scaffolding props will be strong enough to keep the road in place?”

    “Also, I've lost count of the number of times I've been sat in a pub and horse racing or football has been on TV - and I always see several people screwing up betting slips because they placed a stupid bet that they had no chance of winning. Casinos are exactly the same and I knew someone who used to work in one. He left after 5 months because he felt guilty at the amount of money that punters handed over - and lost! He said that he had to stay behind for upto an hour after the casino had closed to count all of the takings - which most nights was a small fortune!”

    “I'm not a fan of casinos - or any type of gambling - because the only winners are the bookies and casino owners.

    I know some one who saved up £1000 and went to Vegas - he lost the lot. His dad actually won £5000 - and lost the lot.

    A woman in the USA recently won thousands on a slot machine - but it wasn't enough to pay off her debts that she built up - by gambling on the slot machines.

    And look at what happened at this years Grand National. Not many people bothered to bet on the 100-1 winner. Instead they placed bets on the favourites - and who won? The bookies!!”
