“The only 'hold up' that I saw in the area this morning was in Milsom Street itself, caused entirely by a commercial re-cycling lorry stopped in the narrowest part of the road while a single operative tried to load a very large amount of waste cardboard boxes etc dumped at the kerbside.
Wrong place, wrong time, insufficient manpower for the job.”
